Senior Pakistan Consulate Jeddah Officer Qazi Jamil ur Rehman Awarded PhD Degree

Qazi Jamil ur Rehman, a senior officer at the Consulate General of Pakistan in Jeddah, has been awarded a Doctor of Philosophy (PhD) degree by the National Defence University (NDU), Islamabad.
Qazi Jamil ur Rehman, a Grade-20 officer of the Police Service of Pakistan and former Inspector General of Islamabad Police, successfully completed his doctoral research on the system of de-radicalization in Pakistan and was awarded the PhD degree after successfully defending his doctoral thesis.
Consul General of Pakistan in Jeddah, Syed Mustafa Rabbani, congratulated Qazi Jamil ur Rehman on the achievement and said, “I am proud to have the support of experienced and capable officers like Qazi Jamil ur Rehman at the Consulate. He is rendering valuable services for Pakistan and the Pakistani community.”
Representatives of the Pakistan Journalists Forum, representing the Pakistani media community in Saudi Arabia, also congratulated Qazi Jamil ur Rehman and appreciated his professional services and contributions.
The central theme of Qazi Jamil ur Rehman’s doctoral research was the development of an effective mechanism for countering extremism, de-radicalization and rehabilitation of extremist elements in Pakistan, in accordance with the country’s social, cultural, religious and institutional realities.
His research was supervised by Dr. Irfan Mehsud, Assistant Professor at NDU, while the public defence of his thesis was chaired by Dr. Maria Effendi, Head of the Department of Peace and Contemporary Studies.
The study conducted a comparative analysis of de-radicalization programmes introduced in Pakistan and various other countries after September 11, 2001. It examined their successes, shortcomings and the lessons that could be practically applied in Pakistan.
An important aspect of the research was an examination of the prison system in Khyber Pakhtunkhwa and the de-radicalization and rehabilitation programmes being implemented in the province. The research identified significant similarities between certain facilities available in conventional prisons and the approaches adopted at specialized de-radicalization centres.
The study proposed that, through necessary administrative, structural and training reforms, existing prisons could be transformed into effective rehabilitation and de-radicalization centres.
Qazi Jamil ur Rehman’s research emphasized that, rather than relying entirely on models developed in other countries, Pakistan should formulate a comprehensive, locally relevant model based on its own social, religious and cultural realities.
According to the research, law-enforcement agencies and other security measures remain essential for addressing immediate terrorist threats. However, sustainable peace requires addressing the ideological, psychological, social and economic factors that contribute to extremism.
The model proposed by Qazi Jamil ur Rehman gives importance not only to effective law enforcement but also to rehabilitation, de-radicalization, psychological support, technical and vocational training, and the reintegration of individuals into society.
Qazi Jamil ur Rehman, currently serving as a senior officer at the Consulate General of Pakistan in Jeddah, has held several important positions in Khyber Pakhtunkhwa. He served as Capital City Police Officer (CCPO) Peshawar, Regional Police Officer (RPO) Malakand and Dera Ismail Khan, and headed the Special Branch. He later served as the Inspector General of Islamabad Police.
