A Beacon of Knowledge, Integrity, and Spiritual Grace — The Journey of Shafqatullah Mushtaq’s Personality
The land of Pir Mahal has long been a cradle of knowledge, literature, wisdom, and distinguished personalities. Among its shining figures is Shafqatullah Mushtaq, a multifaceted individual who has harmoniously blended knowledge, integrity, literary taste, and a spiritual temperament into his personality. He stands simultaneously as a dignified civil servant and a sensitive literary mind.
My first introduction to him came through journalistic circles, but the depth of our relationship developed during a difficult personal and family trial that brought us closer. My uncle, Soz Sahib, a teacher by profession whose students had reached prominent positions across the country, suddenly fell ill and was shifted from Toba Tek Singh to Allied Hospital Faisalabad. During this critical time, when he was unconscious, his children handed me his phone so that I could inform visitors and acquaintances about his condition. It was this moment that transformed a formal acquaintance into a bond rooted in human compassion and trust. Among his students, the name of Shafqatullah Mushtaq also emerged, and from there our relationship grew stronger.
With time, this connection evolved beyond mere acquaintance into intellectual harmony and practical collaboration. In 2014, when the then Chief Minister of Punjab, Shahbaz Sharif, directed all commissioners to establish a robust warning system for floods and heavy rains, discussions were held with Commissioner Akram Javed regarding this initiative. Taking the matter seriously, he asked me to prepare a practical plan through my NGO, “Panah Pakistan.” Later, Shafqatullah Mushtaq was also included in this project.

That period was marked by frequent meetings—sometimes daily, sometimes at intervals. These interactions were not limited to administrative matters; they also opened doors to discussions on literature and intellectual thought. His poetic expressions and reflective conversations created an inspiring atmosphere. Gradually, many dimensions of his personality became evident to me—on one hand, a capable and honest officer, and on the other, a sensitive poet and a deeply thoughtful writer.
The soil of Pir Mahal, in the district of Toba Tek Singh, has always produced individuals who illuminate society with their knowledge and character. Shafqatullah Mushtaq is a continuation of this tradition. He is not only a recognized intellectual, distinctive writer, and poet, but currently serves as Secretary Revenue at the Board of Revenue Punjab—a position that reflects his professional competence, integrity, and relentless dedication.
The most prominent feature of his administrative career is his unwavering commitment to merit, transparency, and justice. Having worked with him personally on a project, I observed that he always prioritizes principles in decision-making and never allows personal preferences to influence his judgments. This is why those who work with him acknowledge and respect his honesty and impartiality.
His literary style is equally unique. His poetry is not merely an expression of emotions; it is a reflection of social awareness, human suffering, and moral inquiry. His verses reveal the bitter realities of society while also offering rays of hope. He does not use words for mere aesthetic beauty but as a means for social reform. His writings demonstrate depth of thought and breadth of observation, compelling readers to reflect.
Perhaps the most captivating aspect of his personality is his spiritual humility. Despite holding a high government office, he remains free from arrogance or pride. He embodies simplicity, modesty, and sincerity. Those who know him closely recognize him as someone who, despite worldly success, keeps the light of humility alive within his heart. This spiritual grace lends a unique dignity to his character.
From Pir Mahal to Lahore, and from administrative corridors to literary gatherings, his presence leaves a positive impact. His appointment as Secretary Revenue is not only a personal achievement but also a matter of pride for his entire region. It stands as proof that if a person adopts knowledge, hard work, integrity, and strong character as guiding principles, success in every field becomes attainable.
Today, when we reflect upon his personality, he appears as a truly multidimensional individual—an officer on one side, a writer on the other; an administrator in one role, a spiritually inclined human being in another. It is this rare combination that makes him unique.
