FDA lauded for real-time property clearance, digital initiatives boost transparency & revenue. Secretary Housing, Urban Development & Public Health Engineering Punjab, Noorul Amin Mengal, chaired a high-level meeting to review the annual performance of development authorities. During the meeting, the performance of the Faisalabad Development Authority (FDA) regarding the implementation of digital reforms was commended, as FDA has taken the lead among all development authorities in Punjab for the real-time issuance of Property Ownership Clearance Certificates (OCC).
Secretary Housing Noorul Amin Mengal stated that, in line with the vision of Chief Minister Punjab Maryam Nawaz Sharif, public welfare development projects are being uniformly implemented across all districts of the province to ensure organized and sustainable urban development, in which the developmental role of development authorities is crucial.
The meeting was informed that FDA has digitized property records and linked them with the Punjab Urban Land System Enhancement (PULSE), a significant step towards transparency. Notable achievements in 2025 include providing fast-track public relief through online services, resulting in revenue collection of Rs. 48.58 crore through 9,685 PSIDs (Property Sales IDs).
Similarly, Rs. 31 crore in revenue was generated by identifying commercial roads through GIS (Geographic Information System). An additional Rs. 15 crore income was earned from the sale of utility sites in housing schemes. Other commendable initiatives include the solarization of the FDA Complex, implementation of G2P (Government-to-Person) and G2G (Government-to-Government) online payment systems, provision of information on the legal status of housing schemes on the website, and robust operations against illegal constructions, encroachments, and unauthorized housing schemes.
Secretary Housing stated that further improving the service delivery standards of all institutions under the department is the top priority, for which services will be delivered to applicants’ doorsteps using digital technology. He directed officers to activate all administrative machinery and enhance their capacity for fast-paced urban development aligned with new demands, which is essential for the successful completion of the current Punjab government’s development agenda.
