Hundreds of religious scholars in Kabul, who had gathered from various provinces of Afghanistan, stated in a resolution that “no Afghan” is allowed to take part in wars outside Afghanistan.
This gathering, organized at the initiative of the Taliban government, was attended by senior Taliban officials, including the Chief Justice of the Supreme Court, Mawlawi Abdul Hakim Haqqani, the Minister for Promotion of Virtue and Prevention of Vice, Muhammad Khalid Hanafi, and the Minister of Higher Education, Neda Mohammad Nadim.
“Since the Sharia Emir [the Taliban leader] has not permitted any Afghan to travel abroad for military activities, if anyone violates this order, such travel is not permissible.”
The resolution also calls on the Taliban government to prevent those who travel abroad for fighting.
However, it does not explain how this will be enforced. The resolution also does not specify which country or countries these individuals are traveling to for war, but it appears the intended reference is Pakistan.
The government of Pakistan has repeatedly stated that individuals linked with the TTP carry out attacks on its police and soldiers, and it has asked the Taliban government to take action against them.
