Empowering Women Through Education: A Shared Commitment of Pakistan and Canada

In today’s rapidly changing world, empowering women through education is not merely a social objective—it is the cornerstone of national progress and sustainable development. Among the countries advancing this cause, Pakistan and Canada stand as two nations united by a shared vision: a belief that women’s education is the surest pathway to equality, prosperity, and peace.
Despite their geographic distance and differing socio-economic contexts, both Pakistan and Canada have forged meaningful collaborations aimed at uplifting women through education, leadership training, and skill development. These joint efforts reflect a global movement where education serves as the most powerful tool to break cycles of poverty and inequality.


A Shared Vision for Progress
Canada has long been a global advocate for gender equality. Through its international development programs, it has consistently supported projects that focus on women’s leadership, capacity-building, and equitable access to education. Pakistan, meanwhile, is undergoing a powerful transformation of its own: young women across urban and rural areas are stepping forward as entrepreneurs, educators, and community leaders.
The partnership between these two nations has evolved beyond traditional aid models. It now represents an equal collaboration that values innovation, inclusion, and sustainability. This shared commitment reflects a mutual belief—when women learn, societies prosper; when women lead, nations rise.


Recent Milestones in Collaboration
Over the past few years, several notable programs and events have reinforced the Canada–Pakistan partnership on women’s empowerment through education.

Launch of the Empowering Women and Girls (EWG) Project – Islamabad, 2024
In March 2024, the Empowering Women and Girls Project was officially launched in Islamabad under the Commonwealth of Learning, with support from the Government of Canada. The initiative aims to provide hybrid (online and in-person) education and vocational training to over 21,000 women and girls in underserved regions such as Multan, Khushab, and Bhakkar. A distinctive feature of this program is its inclusion of 5,000 men and boys in awareness and leadership sessions to transform social norms around gender equality. The project continues to make remarkable strides in equipping women with employable skills, self-confidence, and community leadership capabilities.

International Seminar on Empowering Women and Girls – Islamabad, 2025
In February 2025, Pakistan hosted an International Seminar on Empowering Women and Girls, bringing together policymakers, educators, and gender experts from Pakistan, Canada, Bangladesh, Malawi, and Sri Lanka. Organized under the same EWG framework, the conference highlighted success stories from women who gained independence through education and skill-building programs.
Representatives from the High Commission of Canada in Pakistan reaffirmed Canada’s commitment to investing in education and training opportunities for women in developing regions. The seminar concluded with a joint declaration advocating for long-term collaboration in gender-inclusive education policy design.

Promoting Gender Inclusive and Equitable Growth Program – Ongoing since 2020
This five-year initiative, jointly implemented by Global Affairs Canada and Pakistan’s Kashf Foundation, focuses on empowering women micro-entrepreneurs through education in financial literacy, business management, and digital skills. Launched in 2020, the program continues into 2025, directly benefiting thousands of women-led enterprises across Punjab and Sindh.
By integrating formal education with entrepreneurship training, this project bridges the gap between academic learning and real-world economic opportunity.

Women’s Voice and Leadership – Pakistan Program (2019–2024)


From 2019 to 2024, Canada supported a nationwide program titled Women’s Voice and Leadership – Pakistan, designed to strengthen local women’s rights organizations and educational institutions. Through workshops, training, and leadership sessions, the initiative built organizational capacity for advocacy, gender equality, and social reform. This program not only improved women’s access to education but also enabled grassroots organizations to become more influential voices for reform in their regions.
Why Women’s Education Matters
Empowering women through education has far-reaching effects on every aspect of society. It is not just about literacy—it is about agency, dignity, and opportunity.
Economic Growth: Educated women contribute directly to household income and national productivity. Studies consistently show that countries with higher female literacy rates enjoy faster economic growth.
Social Stability: Educated mothers are more likely to send their children—both boys and girls—to school, breaking the intergenerational cycle of poverty.
⦁ Leadership and Representation: When women are educated, they participate more actively in civic life, governance, and peacebuilding.
Cultural Transformation: Education challenges traditional gender stereotypes and empowers women to make informed decisions about their lives.
In Pakistan’s context, women’s education is a critical driver of modernization. Although challenges persist—especially in rural and underdeveloped areas—each year more girls are completing secondary and tertiary education, entering STEM fields, and participating in entrepreneurial ventures.

Canada’s Role: A Model of Partnership
Canada’s contribution to women’s empowerment in Pakistan extends beyond financial assistance. It embodies a model of mutual learning and shared responsibility. Canadian institutions have partnered with Pakistani universities, NGOs, and development agencies to share expertise in educational reform, digital literacy, and inclusive policy-making.
The Canadian High Commission in Islamabad has frequently hosted and co-sponsored conferences, such as the Gender Equality and Education Forum 2023, which explored how educational access and policy design can accelerate women’s leadership in both public and private sectors. Canada’s emphasis on inclusion—ensuring that programs address marginalized groups such as rural women, women with disabilities, and young girls in conflict-affected areas—makes its approach particularly holistic.


Pakistan’s Transformation: From Learners to Leaders


Across Pakistan, the results of these collaborative efforts are increasingly visible. Women are breaking barriers in professions once considered male-dominated: engineering, information technology, finance, and public administration. Universities are witnessing higher female enrolment rates, and vocational training centres have become lifelines for thousands of young women seeking new livelihoods.
Initiatives like the Pakistan-Canada Education Partnership Forum 2022, held in Ottawa and attended by education ministers and delegates from both countries, set new goals for bilateral cooperation in digital education and scholarship programs for women. This ongoing dialogue has expanded exchange opportunities and research collaborations for Pakistani female students in Canadian institutions.
In addition, the National Women in STEM Conference 2023, co-supported by Canadian academic institutions, emphasized the importance of integrating women into science and technology fields. The event inspired dozens of young Pakistani scholars to pursue advanced studies abroad, including in Canadian universities.


Challenges on the Road Ahead
Despite considerable progress, challenges remain. In several parts of Pakistan, especially in remote and conservative communities, girls’ education still faces social resistance and infrastructural limitations. Safety concerns, economic constraints, and traditional attitudes often deter families from sending their daughters to school.
Moreover, education alone is insufficient if not matched with employment opportunities and supportive environments. Women need safe workplaces, equal pay, mentorship, and childcare facilities to sustain their professional growth.
There is also a pressing need to integrate digital literacy into women’s education programs to prepare them for the modern economy. Both Pakistan and Canada are already addressing this through new e-learning initiatives launched in 2025, which aim to bridge the digital divide for women and girls in rural areas.


A Global Model for Gender Partnership
The Pakistan–Canada collaboration stands as a model of how international partnerships can go beyond aid and become platforms for innovation and equality. It reflects a new philosophy of cooperation—one grounded in shared values, cultural respect, and sustainable development.
By supporting women’s education, both countries contribute not only to gender equality but also to global peace and stability. Empowered women are community builders, innovators, and peace advocates. Their success uplifts families, transforms economies, and strengthens nations.

In the shared efforts of Pakistan and Canada, we see a future where empowered women stand at the very heart of progress, peace, and prosperity.
