Chapter 1: Administrative Structure of the State
Pakistan shall be a federal, democratic, and constitutional state, with a strong federation, empowered provinces, and a fully autonomous local government system. All state institutions shall be subject to the Constitution.
Chapter 2: New Provinces
For better administration, balanced development, and service delivery, the country may be divided administratively into the following provinces:
Punjab
North Punjab
Central Punjab
South Punjab
Pothohar
Bahawalpur
Sindh
6. Karachi
7. Hyderabad
8. Mirpurkhas
9. Sukkur
10. Larkana
Khyber Pakhtunkhwa
11. Peshawar
12. Hazara
13. Malakand
14. Dera Ismail Khan
Balochistan
15. Quetta
16. Makran
17. Zhob
18. Kalat
Other Federal Units
19. Gilgit-Baltistan
20. Azad Jammu and Kashmir (subject to constitutional and political consensus)
Chapter 3: President of the State
The President shall be the symbol of the state, the federation, and the Constitution.
The President shall be directly elected by the people.
The President shall be the head of the federal government.
The federal cabinet shall function under the President.
The President shall oversee national security, foreign policy, and federal institutions.
Chapter 4: Federal Cabinet
All provincial chief ministers shall be members of the federal cabinet.
Each chief minister shall be empowered in their own province’s affairs but answerable to the President on national and federal matters.
All chief ministers shall take part in national policymaking to ensure full coordination between the federation and the provinces.
Chapter 5: Governor
Each province shall have a governor, who shall represent the federation and the President.
The governor shall oversee the enforcement of the Constitution and implementation of federal policy.
If a chief minister violates the Constitution or fails to fulfil constitutional duties, the governor — with the President’s approval — may recommend or act to remove the chief minister through constitutional procedure, subject to judicial review by the Federal Constitutional Court.
Chapter 6: Federal Legislature
The National Assembly shall be abolished.
The Senate shall be the sole federal legislative chamber.
